Mando Ramos was born in Long Beach, California, United States on November 15, 1948. He made his professional debut at the age of 17 years on November 18, 1965 against Berlin Roberts. Ramos defeated Roberts via 5 round points decision, making a successful beginning of his pro career.

Ramos got his first world-title fight at the age of 19 after 24 professional fights. On September 27, 1968 Ramos challenged Carlos Teo Cruz' WBA, WBC, and The Ring lightweight titles but lost via 15-round unanimous decision.

He became a world champion on February 18, 1969 at the age of 20 years, after by defeating Carlos Teo Cruz, the then-reining WBA, WBC, and The Ring lightweight champion, via 11th round TKO. This was his 28th fight as a professional.
